Who should I contact?

Regardless of whether you or your relatives are dependent on an aid such as the TOPRO Step for age-related reasons or due to a need for care, it is important to contact your (care) insurance fund directly. It is therefore best to contact the person in charge of your care insurance fund to discuss the possibility of covering the cost of a stair climbing aid or possible subsidies for the TOPRO Step. It is best to do this before installing the TOPRO Step!

What are the requirements for applying for financial support?

There are two prerequisites for being able to submit an application for stair climbing assistance. The first and most important requirement is that you must be a member of a statutory health insurance fund. Please note that these options are country-specific and individual.

The second requirement is that you or your relative must have an official care degree (formerly care level), which proves both the need for care and limited mobility. Since January 1, 2017, there have been five care levels, which are anchored in the Care Strengthening Act 2.

These replace the previous three care levels. From care level 1, the care insurance fund will provide a one-off subsidy of up to 4,000 euros per person for measures to improve the living environment. The maximum subsidy is 16,000 euros for a household with several people in need of care. This subsidy can be used for a wide range of barrier-free and/or age-appropriate conversion measures. This is only valid in Germany as of 2024.

Depending on the country and region, you may be entitled to financial support from your insurance company when purchasing a TOPRO Step. Please contact your insurance company for more information. Please note that these options are country-specific and individual.

How do I submit an application?

The application for a subsidy can be made either informally or formally. You can submit the formal application to your care insurance fund using the appropriate forms. You are welcome to ask your care insurance fund in person for the necessary documents or find out more on the relevant website. You may find the forms there as a download.

If you have a written offer for the TOPRO Step, you can submit this together with the informal written application to your health insurance company's care insurance fund. Please note that these options are country-specific and individual.

The application should also describe the extent to which TOPRO Step represents an improvement to your living environment. You should also attach pictures of your living space so that your case officer gets an impression of the living situation.

If the insurance company approves your application, you will receive a positive decision and the TOPRO Step can be installed. Submit the original invoice(s) to the care insurance fund.

What data is required for the application?

  1. Personal data of the applicant in need of care
  2. Account details of the applicant in need of care
  3. Alternatively, the contractor's account details can be provided if the invoice is to be paid directly by the care fund. In this case, please remember the necessary declaration of assignment. The advantage here is that the applicant does not have to pay in advance.
  4. Detailed description of the (construction) measure
  5. Cost estimate for the TOPRO Step
  6. Address of the contractor
  7. Information on any previous measures to improve the living environment that have already been subsidized

What should I do if I do not yet have a care degree?

If you do not yet have a care degree, you should apply for it immediately to the care insurance fund of your health insurance company. You can do this either informally by telephone or in writing. Please note that these options are country-specific and individual.

After submitting the application, you will receive a form from your care insurance fund, which must be completed, signed and returned. An independent assessor from the MD (Medical Service) will then contact you for an on-site assessment of your independence.

You will receive written notification within five weeks as to whether or not you have been awarded a care degree.

KfW subsidy

KfW is Germany's largest development bank and supports anyone who wants to make their home barrier-free. If you do not have a care degree and need financial support, KfW offers a loan on favorable terms to enable you to install the TOPRO Step. The following requirements must be met for the "Age-appropriate conversion" loan:

  • Owner or landlord of a property or condominium,
  • First-time buyers of a renovated property or a renovated condominium,
  • a homeowners' association.

KfW promotes the following modernization measures that increase your living comfort and safety and reduce barriers:

  • Routes to buildings
  • Entrance areas and apartment entrances
  • Vertical accessibility/overcoming stairs and steps (installation, retrofitting or improvement of elevator systems, stair lifts, barrier-reducing redesign of staircases, ramps to overcome barriers)
  • Adaptation of the room geometry

  • Residential environment measures

What does the KfW loan include?

  • up to 50,000 euros loan per apartment, regardless of your age
  • from 0.75 % effective annual interest rate
  • for anyone who is converting or buying converted living space to reduce barriers and prevent burglary
  • As a private individual, you can also apply for an alternative subsidy: for barrier reduction (455-B).

Employer's liability insurance association (for accidents at work or occupational illnesses)

The relevant employers' liability insurance association will cover the full cost of the TOPRO Step if the stair climber is required due to an occupational illness or accident (including accidents on the way to and from work) in order to enable the person concerned to continue to participate in professional and social life.
